The EENA Conference 2026 programme intends to directly tackle the critical challenges currently facing emergency communications and the 112 service. In a climate defined by geopolitical uncertainty and more frequent natural disasters, a core theme is the necessity for preparedness and resilience, with sessions on maintaining operational continuity and improving response during extreme stress, even leveraging satellite communication. This focus highlights the critical need for integrating data, early warning, and implementing advanced Public Warning Systems (PWS).
The conference also addresses the urgent imperative to ensure seamless access to 112 amid the phasing out of older networks (2G/3G), with discussions on overcoming problems in communications over IMS. We will continue looking at how new technologies can benefit emergency communications, catching up with developments on Next Generation 112 and exploring applications of AI in PSAPs. Finally, future EU legislation on emergency communications will receive important attention.
A pre-conference workshop will take place in 14 April, the day before the event. This exclusive session, designed for representatives of public authorities will provide a strategic forum for PSAPs and third-party services to examine how cooperation models are evolving in today’s emergency response environment.
This special welcome reception is dedicated to first-time attendees. Taking place before the conference is officially kicked, this session will help you get oriented, introduce you to our organisation, and include a warm welcome from our President Demetrios Pyrros.

As global telecommunications move toward a purely IP-based 4G/5G landscape, the decommissioning of legacy 2G and 3G circuit-switched networks has revealed a new and complex failure surface for emergency services. Recent large-scale incidents in Australia and internationally have demonstrated that traditional assumptions of “network redundancy” are no longer sufficient to guarantee access to emergency numbers like 000 or 112. Commissioned by the Australian Government, this presentation shares initial findings from the National Telecom Resilience Centre’s independent Controlled Test Facility (CTF). The data highlights a significant “conformance gap” in device-specific logic, where implementation-dependent behaviours and the fragility of sovereign network functions can lead to inconsistent call completion rates during deep network failures. We will discuss why “signal bars” can be misleading in an all-IP environment and advocate for a harmonised, cross-network testing regime that must precede the final sunsetting of legacy infrastructure to ensure public safety remains resilient.

Professor Ray Owen is an Industry Professor at the University of Technology Sydney (UTS), where he leads the Telecommunications Research Unit (TRU) and serves as Principal Investigator and Director of the Australian National Telecom Resilience Centre (NTRC). With over 35 years of global telecommunications experience — including roles as CTO of NBN Co and VP & Managing Director at Nokia Australia — he brings deep industry expertise to applied research in network resilience, broadband technology, and telecommunications innovation.
The TRU, which he leads, is a wholly industry-funded research unit supported by major partners including Telstra, NBN Co, Amplitel, and the Australian Government. Its work spans emergency calling reliability, fixed-line and LEO networking, power backup, and security. Beyond UTS, Professor Owen consults internationally on telecommunications technology and network resilience, and is a recognised subject-matter expert with globally respected firms including A.T. Kearney and Tech Audit Partners. His recent publications cover areas such as AI-driven network condition assessment, generative AI’s impact on network traffic, and soft robotics for underground broadband infrastructure.

Cristina Lumbreras is the Technical Director at EENA . She leads the coordination of technical and operational activities, promoting innovation in emergency communications. Her work focuses on the deployment of NG112, advanced caller location, accessibility, among others.
She represents EENA at ETSI and chairs the ETSI Technical Committee EMTEL, contributing to standards on NG112, public warning systems, real-time text, mobile emergency apps, and IoT. She also co-organises the NG112 interoperability Plugtests.
In addition, she is involved in eCall standardisation at CEN/CENELEC and has participated in numerous EU-funded projects related to emergency communication technologies. Before joining EENA, she worked in public safety ICT at Madrid 112 and in telecom consultancy roles in Spain.

Benoît joined the team in September 2015 and is in charge of EENA’s public affairs work. He is EENA’s liaison with the institutions of the European Union as well as other stakeholders, and works on increasing the awareness of the European emergency number 112 in Europe.
Benoit is also working on dedicated EENA programmes, including leading the file of emergency location and Advanced Mobile Location. Benoît has graduated in European Affairs from the College of Europe in Bruges; before that, he studied in Sciences Po Lille. He also spent one year abroad in Gothenburg (Sweden) as an erasmus student. Benoît is a Belgian national and speaks French, English, Spanish and Swedish.

Artificial Intelligence is rapidly entering emergency communications, with several examples suggesting faster adoption of AI in North America. But the debate goes beyond speed. In Europe, the deployment of AI in PSAPs raises important questions about data protection, technological sovereignty, and the risks of automated decision-making in life-critical environments. European developers also face stricter data protection rules that can limit the availability of training datasets for AI systems. In the current geopolitical context, questions of dependence on foreign technologies and control over critical digital infrastructure further shape the discussion. This panel will explore whether Europe is truly falling behind or whether it is taking a more cautious and responsible path to integrating AI into emergency response systems.

Melanie Reuter-Oppermann is a Professor for intersectoral management in healthcare at THWS in Würzburg, Germany. In addition, she is a researcher at ILS Mannheim gGmbH and affiliated with Maastricht University as a Senior Research Fellow. In 2017, she received her PhD in Operations Research from the Karlsruhe Institute of Technology (KIT) on the analysis and optimisation of Emergency Medical Services (EMS) systems. At KIT, she established the HealthCareLab at the Karlsruhe Service Research Institute. She is a joint coordinator of the GI Digital Health Group in Germany and the European Working Group on Operational Research Applied to Health Services (ORAHS). In her research, she applies Information Systems and Operations Research methods to support decision making in healthcare. In 2020, she received the Julius von Haast Fellowship from the Royal Society of New Zealand.

Pasquale is a BT Tech fellowship Distinguished Engineer with 35 years’ experience in telecoms and voice network engineering. Pasquale’s background within BT plc. Includes resilient network design, PSTN signalling, corporate platform design and voice over IP networking. Pasquale is currently BT’s Network Lead for the UK stage One PSAP delivering the first point of answer for all UK 999 emergency calls. Externally Pasquale chairs the NICC Technical Steering Group as well as the Task Group challenged with reviewing and updating the standards associated with voice enabled IP networks and the Emergency Communications Task Group responsible for UK 999/112 standards. In addition, Pasquale sits as the NICC SME on the 999 Liaison Committee. Finally, within Europe Pasquale is a member of the EENA 112 Club representing the UK Stage One PSAP within the European Standards arena.

The film follows Red Crescent volunteers who receive an emergency call about a six-year-old girl trapped in a car under IDF fire in Gaza, desperately pleading for rescue. While trying to keep her on the line, the volunteers work against time and extreme danger to dispatch an ambulance and reach her. The entire film takes place within the emergency call centre. The movie features real recordings of the conversations between the call-takers in the Ramallah Red Crescent emergency call centre and Hind Rajab. The Voice of Hind Rajab has received international acclaim, winning 17 awards and receiving 18 nominations, including a nomination for an Academy Award.

Benoît joined the team in September 2015 and is in charge of EENA’s public affairs work. He is EENA’s liaison with the institutions of the European Union as well as other stakeholders, and works on increasing the awareness of the European emergency number 112 in Europe.
Benoit is also working on dedicated EENA programmes, including leading the file of emergency location and Advanced Mobile Location. Benoît has graduated in European Affairs from the College of Europe in Bruges; before that, he studied in Sciences Po Lille. He also spent one year abroad in Gothenburg (Sweden) as an erasmus student. Benoît is a Belgian national and speaks French, English, Spanish and Swedish.

Antonis Kostaridis received the Dipl.-Ing. degree from the University of Patras, Patras, Greece in 1999, and the Ph.D. degree from the National Technical University of Athens (NTUA), Athens, Greece, in 2004, all in Electrical and Computer Engineering. From 2000-2004 he was a research associate in the Microwaves Laboratory of NTUA and in the Institute of Communication and Computer Systems (ICCS). He has participated in several European Union Projects (ESPRIT, Aero, IST, Growth, Craft, FP7, H2020) and he is co-author of more than 20 papers in International Journals and Conferences. In 2006 he co-founded Satways Ltd. and in 2020 Astrial GmbH. His research interests include advanced software technologies for mobile and distributed computing as well as geospatial command & control solutions for Public Safety.

Melanie Reuter-Oppermann is a Professor for intersectoral management in healthcare at THWS in Würzburg, Germany. In addition, she is a researcher at ILS Mannheim gGmbH and affiliated with Maastricht University as a Senior Research Fellow. In 2017, she received her PhD in Operations Research from the Karlsruhe Institute of Technology (KIT) on the analysis and optimisation of Emergency Medical Services (EMS) systems. At KIT, she established the HealthCareLab at the Karlsruhe Service Research Institute. She is a joint coordinator of the GI Digital Health Group in Germany and the European Working Group on Operational Research Applied to Health Services (ORAHS). In her research, she applies Information Systems and Operations Research methods to support decision making in healthcare. In 2020, she received the Julius von Haast Fellowship from the Royal Society of New Zealand.

Kristo Kaasan is Chief Technology and Information Officer (CTIO) at Levira, Estonia’s national broadcast and digital infrastructure company. He is responsible for technology strategy and the development of resilient communication services, spanning broadcasting, telecommunications, and critical infrastructure.
He is leading the development of Estonia’s 5G Broadcast-based public warning system, “Pocket Siren,” focusing on delivering emergency alerts directly to mobile devices independently of traditional mobile networks. Kristo has a background in ICT leadership across both public and private sectors, including previous roles in government, where he contributed to national-level digital and communication infrastructure initiatives.

This presentation argues that the shift from legacy telecom networks to IP-based infrastructure has introduced critical vulnerabilities in Europe’s 000/112 emergency calling systems, where even “99% uptime” networks can fail catastrophically during routine changes. It diagnoses the root causes — centralised architectural risk, economic pressures driving fragility, and a brain drain of skilled network operators — and frames the current trajectory as unsustainable for sovereign emergency services. The deck then introduces the Network Resilience Capability Framework (TAP) as an audit practice, shifting regulatory oversight from subjective promises to objective, repeatable benchmarking of network resilience. It closes with a 2026 mandate to redefine how telecom oversight works in the IP era, aiming to stop cascade failures before they start and recover quickly in the event of cascading failures

The TRU, which he leads, is a wholly industry-funded research unit supported by major partners including Telstra, NBN Co, Amplitel, and the Australian Government. Its work spans emergency calling reliability, fixed-line and LEO networking, power backup, and security. Beyond UTS, Professor Owen consults internationally on telecommunications technology and network resilience, and is a recognised subject-matter expert with globally respected firms including A.T. Kearney and Tech Audit Partners. His recent publications cover areas such as AI-driven network condition assessment, generative AI’s impact on network traffic, and soft robotics for underground broadband infrastructure.

In the 2012-2014 term he has been appointed President of the National Committee for the EE Full Professors Scientific Assessment. His main research activities concern analytical and numerical techniques in high- and low-frequency electromagnetics, electromagnetic compatibility, evolutionary computation, optimization techniques, non-conventional antenna and wireless sensor networks design. Externally Pasquale chairs the NICC Technical Steering Group as well as the Task Group challenged with reviewing and updating the standards associated with voice enabled IP networks and the Emergency Communications Task Group responsible for UK 999/112 standards. In addition, Pasquale sits as the NICC SME on the 999 Liaison Committee. Born and raised in the Town of Coldwater in Simcoe North, Jill Dunlop developed a love and appreciation for rural Ontario, and witnessed firsthand the importance of community and small local businesses, as her grandparents owned Dunlop Plumbing and her parents were actively engaged community members. This inspired her to run as the MPP for Simcoe North in 2018 to advocate for smaller communities, local businesses and the skilled trades, the backbone of Ontario’s economy.
Jill has been the member of provincial parliament for Simcoe North since 2018 and has served as Ontario’s inaugural Minister of Emergency Preparedness and Response since March 2025. Prior to being elected, Jill attended Western University, and later joined the faculty of Georgian College.
Additionally, Jill has served as the Minister of Education and the Minister of Colleges and Universities as well as Associate Minister of Children and Women’s Issues in the Ministry of Children, Community and Social Services.

In this session, a representative of the European Commission will present the institution’s proposal for a Digital Network Act. Once adopted, this legislation will be the main EU legislative framework around emergency communications in the European Union, replacing the European Electronic Communications Code. In his presentation, the speaker will highlight the main impacts the proposal can have on emergency services. Participants in the audience will get the chance to ask questions to the European Commission representative and get a full understanding on how the Digital Networks Act will shape emergency communications in the future.

Benoît joined the team in September 2015 and is in charge of EENA’s public affairs work. He is EENA’s liaison with the institutions of the European Union as well as other stakeholders, and works on increasing the awareness of the European emergency number 112 in Europe.
Benoit is also working on dedicated EENA programmes, including leading the file of emergency location and Advanced Mobile Location. Benoît has graduated in European Affairs from the College of Europe in Bruges; before that, he studied in Sciences Po Lille. He also spent one year abroad in Gothenburg (Sweden) as an erasmus student. Benoît is a Belgian national and speaks French, English, Spanish and Swedish.
