Programme highlights: Keeping 112 operational in the 4G/5G era

As Europe accelerates the shutdown of 2G/3G networks, a new and urgent reality is emerging, as in some cases, people are losing the ability to reach emergency services, particularly while roaming. These failures often stem from incompatibilities between smartphones and 4G/5G voice services for emergency communications. The result is a risk that is both foreseeable and unacceptable: when citizens need 112 most, the network path to help may not work. At the same time, large-scale outages and disruptions are putting renewed focus on operational continuity: what happens when the expected channels fail, and what redundancy is in place?

At the 2026 EENA Conference, we will explore how emergency communications can remain dependable in this changing landscape, connecting technical realities with practical resilience planning and lessons from the field.
